Specialization Domains

The Regional Annex to the National RIS3 Strategy for the Hradec Králové Region (hereinafter RIS3) emphasizes the segmented development of the region’s competitive sectors, known as specialization domains. In these domains, the Hradec Králové Region (KHK) demonstrates a certain degree of competitive advantage or uniqueness in interregional comparisons, identified through both primary (implementation) and secondary (contextual) data.

The research sector, corporate sector, and public administration or support institutions form the so-called Triple Helix.

RIS3 interprets opportunities to strengthen cooperation between the research sector, corporate sector, and public administration and support institutions (Triple Helix). As part of the update, the Hradec Králové Region now also takes public opinion into account when prioritizing supported specialization domains. It works with the dimension of public needs that lead to quality of life in the region and the decision to remain there (Quadruple Helix), ensuring the strategy sustainably prevents the “brain drain” effect from the region.

In the new strategy, we take public needs into account and uphold the Quadruple Helix principle.

The strategy also stems from the needs of entities collected from regional stakeholders in the regional innovation ecosystem through semi-structured interviews and continuous contact between Smart Accelerator+ (SA+) members and the public and corporate spheres. Furthermore, through its action plan, its implementation prepares for the removal of barriers to deepening cooperation and education, thereby stimulating progress in 4 cross-cutting missions that can be scaled into:

• sustainable development
• technology & digitalization
• life sciences research and application
• culture & human creativity

Ongoing RIS3 Updates

The Regional RIS3 is a dynamic document that was first approved by the Hradec Králové Regional Assembly. Since then, it has undergone two updates (2018, 2020). 2023 marks the third time the strategy has been updated.

Fundamental Changes in the New RIS3

Following the update of the complete analytical section, the most significant changes are:

• the inclusion of a new specialization domain: Cultural and Creative Industries as an accelerator of the region’s socio-economic development among the supported directions
• the proposal of SMART indicators linked to achievable goals and activities of the Smart Accelerator+ of the Hradec Králové Region I (SA+)
• the integration of RIS3 mission elements, namely 2x National RIS3 priorities adapted to the regional level, 1x regional competitive advantage, and 1x the voice of the public into the 4 missions described above.

RIS3 Missions

These missions are oriented toward solving global and European societal challenges, contributing not only to the fulfillment of sustainable development goals (preparedness for limited availability of natural resources, negative impacts of climate change, global warming, a growing and aging population and related demands on transport, healthcare, education, security, and other goods), but also to technological progress, strong research capacities, local talent, and entrepreneurship in the public space.

Action Plan

In addition to the RIS3 itself, the aforementioned Action Plan of the Regional Annex to the National RIS3 Strategy is updated annually. This is a non-public document accessible only to members of the Research, Development, and Innovation Council of the Hradec Králové Region, SA+ team members, and the Ministry of Education, Youth and Sports (in its role as the supervisory body for the SA+ project). The plan consists of individual project intentions (so-called strategic interventions, hereinafter SI) and activities to be implemented by significant R stakeholders. Its main role is to map the planned projects of key stakeholders in the Hradec Králové Region for the purpose of potential networking with new partners, justifying proposals for R support instruments in the region (e.g., new regional subsidy programs), potential investment inflow into the agglomeration through EU subsidies, or demonstrating the alignment of a project intention with the RIS3 strategy.
